Public procurement localisation

On 3 January 2014 entered into force Decree No. 1224/24.12.2013 of the Russian Government. It introduced a ban on the admission of: (1) goods, originating from foreign states and (2) services and works rendered by foreign persons to public procurement orders related to national defence and state security.
According to the legal act, exceptions are possible if the manufacturing of the respective goods / rendering of services and works is not available or does not meet the requirements of state customers under state procurement contracts.
The decree also contains a list of goods which are not produced on the territory of the Russian Federation, including machines for processing of metal and cement, cutting machines, measuring, checking instruments, appliances and machines among others. All items in this list are exempted from the payment of import VAT.
