In December 2008, the government of China initiated a new anti-dumping investigation. In June 2010, the government of China imposed a definitive duty. In June 2015, a sunset review was initiated and the definitive duty was extended for a new period in June 2016. In June 2021, a sunset review was initiated and the definitive duty was extended for a new period in June 2022.

Anti-dumping

On December 29th, 2008, the Ministry of Commerce of the People's Republic of China decided to initiate an anti-dumping investigation on imports of certain iron or steel fasteners from the European Union.
The products subject to investigation are classified under the following HS codes: 7318.1200, 7318.1400, 7318.1500, 7318.2100 and 7318.2200.

On December 23rd, 2009, the Ministry of Commerce of the People's Republic of China decided to impose a provisional anti-dumping duty on imports of the above-mentioned goods originating in the European Union (MOFCOM Announcement No. 115 of 2009, 23.12.2009). The rate of the duty is 24.6%, at the exception of the company Kamax-Werke Rudolf Kellermann GMBH & Co. KG whose exports are subject to a duty of 16.8%.
This provisional measure entered into force on December 28th, 2009.

On June 28th, 2010, the Ministry of Commerce of the People's Republic of China decided to impose a definitive anti-dumping duty on imports of the above-mentioned goods originating in the European Union (MOFCOM Announcement No. 40 of 2010, 28.06.2010). The rate of the duty is 26.0% (with a special rate of 6.1% for concerned companies, see Announcement No. 40).
This definitive duty entered into force on June 29th, 2010 and is applicable for a period of five years.

On June 29th, 2015, the Ministry of Commerce of the People's Republic of China decided to initiate a sunset review of the above-mentioned anti-dumping measure (MOFCOM Announcement No. 18 of 2015, 29.06.2015).
This follows the application lodged on April 29th, 2015 by the Fastener Sub Association of China General Machine Components Industry Association on behalf of the domestic industry.
The existing anti-dumping measure remains in force during the review.
 
On 29 June 2016, the Ministry of Commerce of the People's Republic of China extended the existing anti-dumping duty imposed on imports of certain iron or steel fasteners from the European Union following the above sunset review (MOFCOM Announcement No. 24 of 2016). The rate of the duty is 26.0% with exception of the company KAMAX GmbH & Co.KG which is subject to a duty of 6.1%. The measure is in force for a period of five years.

On 28 June 2021, the Ministry of Commerce of the People's Republic of China announced the initiation of a sunset review of the definitive duty imposed on imports of the subject good from the European Union and the UK. This follows the application lodged on 28 April 2021 by the Fastener Branch of China Machinery General Parts Industry Association on behalf of China's carbon steel fastener industry.

On 29 June 2021, the Ministry of Commerce of the People's Republic of China extended the definitive duty imposed on imports of certain iron or steel fasteners from the European Union and the UK. The rate of duty on imports from the EU ranges from 5,5% to 26% depending on the company. The rate of duty on imports from the UK is 26%. The notice extending the definitive duty was issued on 28 June 2021.

On 28 June 2022, the Chinese authorities issued a notice extending the definitive duty imposed on imports of certain iron or steel fasteners from the European Union following the conclusion of the sunset review. The rate of duty ranges from 5.5% to 26% depending on the company.
