On 29 June 2015 the Russian Government approved Decree No. 644. It has removed building blocks, certain bricks of lightweight concrete , other articles of cement, concrete and artificial stone from eligibility for benefits under the "free customs zone" in the Kaliningrad region. As a consequence, they cannot be imported in the future without payment of import customs duties and VAT, which was the case before.
Decree No. 644 was motivated by the fact that since 2011 there has been an increase of imports into the territory of the Kaliningrad region of articles made from light concrete, mostly without payment of import customs duties and VAT under the customs procedure "free customs zone".
In Decree No. 644 it was also stated that the new state measure "will contribute to the creation of conditions in the Kaliningrad region for the organisation of production of construction materials, for the improving of the utilisation of existing facilities, and for the creation of new jobs."
