On 27 February 2015, the Brazilian Development Bank (BNDES) announced to finance the municipality of Salvador (BA) with 50.8 million real (USD 16.95 million) through its credit line on fiscal administration modernization (BNDES PMAT). The loan is going to finance mainly IT-related equipment.
The measure is considered to be discriminatory, since BNDES's PMAT credit line requires a national content of at least 60% on equipment, such as information technology.
