Labour market access

On 5 November 2013 entered into force the published on 13 May 2013 Federal Law Nr. 92 FZ. It obliges foreigners who work as drivers in Russia to have a Russian driver's licence. This new rule shall enter into force as of 1 June 2015. 

 
As of April 2015 state-level authorities discuss a postponement of this measure until 1 March 2017 due to challenges with its compliance from part of the affected foreign drivers. Citizens of Belarus, Ukraine and Kazakhstan are mentioned as key affected parties.
