On 10 June 2014, the State Duma, the Lower House of the Russian Parliament, adopted in first reading the draft bill 345276-6.
 
The bill proposes to allow the advertisement of high-quality domestic wine (the so-called "wine with a protected designation") in Russia. Under the current formulation of Art. 21 of Federal Law of 13 March, 2006 38-FZ "On Advertising", alcohol advertising is almost completely banned (it cannot be placed in the media, on the Internet, on vehicles, on billboards, as well as inside and outside of any buildings, except those where the sale of alcohol is organised). 
 
The latest tightening of this article (ban on alcohol advertising in the print media) was introduced on 1 January, 2013 on the basis of Federal Law of 20 July, 2012 119-FZ.
 
The draft bill, considered by the State Duma, aims to revive the Russian wine-making.
