ANNOUNCEMENT 10 Mar 2010

In March 2010, the government of Turkey initiated a sunset review and extended the antidumping duty in October 2010. In March 2012, the definitive duty was extended to imports of the subject good from Indonesia following the conclusion of an anti-circumvention investigation. The definitive duty was extended in November 2016.

Anti-dumping

On March 10th, 2010, the Turkish authorities initiated a sunset review of the anti-dumping duty imposed on imports of slide fasteners from China (Notification 2010/7, 10.03.2010).
The products subject to investigation are classified under the following HS codes: 9607.1100 and 9607.1900.
 
On October 30th, 2010, the Turkish authorities extended the definitive anti-dumping duty on imports of slide fasteners from China (Notification 2010/29, 30.10.2010). The amount of the duty is USD 3 per kilogram.
 
On 15 July 2011, the Turkish authorities initiated an anti-circumvention investigation on imports of the same good from Indonesia, see related intervention.
 
On October 28th, 2015, the Turkish authorities initiated a sunset review of the anti-dumping measure imposed on October 30th, 2010 (Notification 2015/46, 28.10.2015).
It follows the application for a review lodged by Ece Fermuar Sanayi ve Ticaret A.S. and Fermas Fermuar Teks. San. Tic. A.S., domestic producers of the subject goods.

On 2 November 2016, the Turkish authorities extended the anti-dumping duty on imports of the subject good from China following the conclusion of the above sunset review (Notification 2016/43). The rate of duty remains at USD 3 per kilogram.

Anti-circumvention

On July 15th 2011, Turkey inititated an anti-circumvention investigation on imports of certain slide fasteners from Indonesia. This investigation follows suspicion that the definitive anti-dumping duty imposed by Notification 2010/29 dated 30 October 2010 on imports of the same products originating in China might be circumvented (see related intervention).The products subject to investigation are classified under the following HS codes: 9607.11 and 9607.19.

On 27 March 2012, the Turkish authorities extended the anti-dumping measure imposed on imports of certain slide fasteners from China (see related intervention) to imports of the same products from Indonesia. The rate of the duty is the same as the one imposed on imports from China, i.e. USD 3 per kg.

On 28 October 2015, the Turkish authorities initiated a sunset review of the antidumping duty imposed on imports of certain slide fasteners from China. Since the antidumping measure imposed on imports of subject good from China was extended to imports of the same products originating in Indonesia the sunset review and its conclusion will hold for this country as well.
 
On 2 November 2017, the Turkish authorities extended the definitive antidumping duty imposed on imports of subject good from Indonesia following the conclusion of the above sunset review. The rate of duty is maintained at USD 3 per kg.
