Export ban

On 8 June 2022, the government of Canada promulgated Regulations Amending the Special Economic Measures (Russia) Regulations (SOR/2022-125), prohibiting the export of 28 services potentially needed for the operation of Russia's oil, gas, and chemical industries. The restrictions are introduced in response to Russia's invasion of Ukraine. 

The list of services prohibited for exportation contains 28 types of services including construction, transportation, retail sale of fuels, research and development, engineering, repair, PR and accounting among others. All Canadian residents and nationals will be forbidden to export these services to any Russian national involved in such industries as coal and lignite mining; petroleum and natural gas extraction; metal ores mining; other mining and quarrying; mining support services; production of coke and refined petroleum products; manufacture of chemicals and chemical products.

According to the announcement, the principal objective of the measure is to undermine the industry which constitutes over half of Russia's budget revenue, which in turn will reduce that country's capacity to continue the invasion. 

In this context, Mélanie Joly, Canada's Minister of Foreign Affairs, said: "The Russian invasion of Ukraine has now lasted over 100 days. In that time, Vladimir Putin and his regime have caused untold pain and suffering in Ukraine and across the world. We will continue to relentlessly pursue accountability for Vladimir Putin’s senseless war. Canada will do everything in its power to prevent Putin’s ability to fuel and finance his war machine". 

The measure is part of the sanctions introduced by Canada against Russia and Belarus in response to the Ukraine invasion (see related state acts).
