In May 2022, the Russian government announced a temporary export licensing requirement for raw lead and lead waste and scrap.

On 14 May 2022, the government of the Russian Federation published Decree No.873 introducing a temporary export licensing requirement for raw lead and lead scrap and waste. The goods in question are classified under the Union’s nomenclature codes 7802.00.00.0 and 7801 (products falling under code 7801.99.100.0 are not subject to the measure). Exporters must apply for a one-time export license if they plan to export the above-mentioned goods outside the Russian Federation. The measure is in force between 15 May 2022 and 15 November 2022.
According to the Decree, exports to the member states of the Eurasian Economic Union (EAEU) are not subject to the measure.
The government notes that the measure is aimed at preventing a shortage of lead in the face of external sanctions.
