Controls on commercial transactions and investment instruments

On 18 March 2022, the Japanese Ministry of Foreign Affairs (MOFA) issued a press release confirming it was imposing a seventh round of sanctions in response to the Russian invasion of Ukraine. Nine firms were targeted, all relating to the production, sale or research of military and dual-use equipment.

The sanctions in question consisted of an 'asset freeze' of 15 individuals targeted, and a de facto ban on 'capital transactions (deposit contracts, trust contracts and monetary loan contracts)' to the firms/groups listed. The measures went into effect upon promulgation of the announcement.

The firms in question were:

  1. Rosneft Aero(RN AERO)
  2. JSC Rosoboronexport
  3. JSC NPO High Precision Systems
  4. JSC Kurganmashzavod
  5. Russian Helicopters JSC
  6. PJSC United Aircraft Corporation
  7. JSC United Shipbuilding Corporation
  8. JSC Research and Production Corporation Uralvagonzavod
  9. JSC Zelenodolsk Shipyard
