Public procurement localisation

On 15 January 2013, the President Dilma Rousseff signed Decree no. 7.888 stating that all urban mobility services granted under the PAC 2 - the second stage of the Brazilian Growth Acceleration Program - should be entirely nationally produced. This applies to engineering, architecture, urban and landscape planning services. Also, the inputs used for the public works have to contain at least 80% local content.
 
The details of these requirements and their application will be elaborated in interministerial regulations (i.e., Portarias) by the Ministry of Planning, Budget, and Management (MP) and the Ministry of Development, Industry, and Trade (MDIC).
 
The measure, Decree no. 7.888, came into power with its publication in the Official Gazette on 16 January 2013.
