FDI: Entry and ownership rule

On 1 March 2011, Afghanistan's Ministry of Mines and Petroleum initiated the liberalisation of the country's hydrocarbon sector by issuing a tender offer for oil exploration and production in the Amu Darya Basin in the Northern part of the country. This first public tender is based on the country's new hydrocarbon law which states that 'all hydrocarbon operation contracts shall be awarded through public tenders'.
