On June 17th, 2020, the Chinese State Council released Guobanfa 2020/16 (hereafter, 'Announcement'), which announced a shift in the nation's polity away from a large reliance on exports.

In terms of specific instruments, the Announcement promises several channels for targeted support of eligible firms (i.e. export-reliant firms switching to a domestic sales model):

  • Discounted financial services and preferential loans;
  • Discounted insurance products;
  • Direct financial support through grants, loans and investment funding.

No sectors were mentioned in the Announcement - it merely targets domestic firms which rely on selling goods internationally.

Significant Chinese government policies start from State Council promulgations such as this one, with their implementations fracturing over the various departments tasked with carrying out the policies as well as regional variations on the national-level implementations.
