With Resolution No. 1673 of 25 December, 2012 "On establishing quotas for attracting foreign labour to work on the territory of the Republic of Kazakhstan in 2013", the government introduced a foreign worker quota, set at 1.2 per cent of the economically-active population of the Republic of Kazakhstan.
 
Update
The quota was again reduced to 0.7 percent in 2014. Hence, this measure is no longer active.
