On 30 April 2020, the Russian government approved two resolutions leading to further restrictions on public procurement of foreign goods and services.

On 30 April 2020, the Russian government announced new prohitions concerning public procurement for state and municipal, as well as the defence and security needs (the two spheres are governed by different procurement regimes).
Government Decree N616 introduced a new list of goods, services and works, the public procurement of which is only open to locally produced goods and services.
Goods originating from the Eurasian Economic Union and procurements under 100,000 rubles per position and under 1 million rubles in total are not subject to the restriction. Procurements of certain state agencies are also exempted. Finally, procurement of spare parts to already existing equipment, as well as procurement of goods not produced in Russia or procurement of foreign goods to ensure equipment compatibility is not subject to the restriction.
The list includes 125 groups of goods, some of which were already subject to procurement prohitibition.
The Decree also tasks the Russian industry and trade ministry with maintaining a registry of locally manufactured goods.
Decree N616 invalidated most of the existing and scattered restrictions on public procurement, thus unifying various lists. However, it also introduced new goods, including:
To note, bans on the procurement of foreign-manufactured medical items, wine and software remain regulated in separate decrees and contained in separate lists.
