On September 27th, 2019, the Chinese Ministry of Commerce released Shangmao Han 2019/572 (hereafter, 'Announcement'), which effectively incepted a new support scheme for certain projects overseas, as well as announcing the first six beneficiaries of the scheme.

The projects are government-funded projects located overseas. They are designed to promote the increased purchase of selected Chinese goods and services in the target countries, as well as increasing China's economic influence in the target countries.

The beneficiaries are located in five countries, all part of China's 'Belt and Road' scheme, and are as follows:

  • Saudi Arabia (× 2)
  • Romania
  • South Africa
  • Bangladesh
  • Hungary

Each 'platform' is managed by a firm in the PRC, all of which are SOEs.

Apart from one of the Saudi Arabian 'platforms' which is specifically stated to be for pushing Chinese building materials, there is no particular sectoral scope to this scheme, hence this intervention's recording as horizontal.
