Import quota

On 9 February 2009, the Ministry of Industry and Commerce of Paraguay has adopted Decree 1443/2009 establishing temporary import quotas on poultry offal classified under tariff subheadings 0207.11.00, 0207.12.00, 0207.13.00 and 0207.14.00.

The importation of these products has been limited to 20 tonnes per month, whereas previously to the new legislation, no restriction applied to these products.

The measure has been introduced as the result of a petition made by the local poultry industry.

This Decree has a temporary character and is to be removed after 180 days.

Update
On 2 October 2009, Decree 3002 was adopted by the Ministry of Industry and Commerce of Paraguay extending for another 180 days the application of the import quota. 
 
In 2010, the Ministry of Industry and Commerce of Paraguay adopted Decree 4878/2010 extending again the import quota on poultry offal for one year.
 
Likewise in 2011, Decree 6492/2011 was adopted extending the measure adopted by Decree 1443/2009 for another year. 
 
In 2012, the Ministry of Industry and Commerce of Paraguay issued Decree  9847/2012 extending for another year the import quota on poultry offal.
 
Later on 21 June 2013, the Paraguayan Ministry of Industry and Commerce adopted Decree 11277/2013 establishing another one-year extension of the import quota.
 
In 2014, Decree 2188/2014 extended again the import quota on poultry offal.
 
On 13 December 2017, Decree 8202 issued by the Ministry of Industry and Commerce of Paraguay extended again for two-years the import quota set on tariff subheadings 0207.11.00, 0207.12.00, 0207.13.00 and 0207.14.00.

Import licensing requirement

Decree 1443/2009 adopted by the Ministry of Industry and Commerce of Paraguay also set temporary prior-import authorisations on poultry offal classified under tariff subheadings 0207.11.00, 0207.12.00, 0207.13.00 and 0207.14.00.

This Decree had a temporary character and was to be removed after 180 days.
