Import tariff

On 6 July 2018, the Russia authorities issued Government Decree 788 imposing additional duties between 25% and 40% on imports of a number of goods from the United States including trucks, road construction equipment, oil and gas equipment, equipment for metal processing and rock drilling and fiber optics. The goods subject to duties fall under 79 HS code subheadings.

The duty is imposed 30 days from the day of publication of said Decree, i.e. 5 August 2018. This follows the United States imposition of tariffs on imports of steel and aluminium in March 2018, see related state act. Hereafter, the Russian authorities notified the WTO of the suspension of concessions and other obligations stipulated towards the United States in WTO Safeguard Agreement in May 2018, see related State act.

Russian economy ministry estimates the new measures will only compensate 16% of the losses caused to the Russian exporters (USD 88 million out of the total of USD 538 million).
