ANNOUNCEMENT 24 Apr 2018

On April 24, 2018, the Brazilian Foreign Trade Council (CAMEX) issued Resolution 27 modifying the List of Exceptions to the Mercosur Common External Tariff (LECET) to increase certain quotas and eliminate certain tariff lines from the list.

Import tariff quota

CAMEX's Resolution 27 issued on April 24, 2018, increased from 1,350 to 7,200 tonnes the 2% import tariff quota set on cathodes (NCM 7502.10.10). The applicable import duty outside the quota is 6%. 

This duty applies for a twelve-month period.

 
List of Exceptions to the Common External Tariff
The tariff codes were included in the List of Exceptions to the Common External Tariff (LETEC) of Mercosur. LETEC is a mechanism that allows member states of Mercosur to apply customs duties that are lower or higher than otherwise listed in the Mercosur Common External Tariff schedule. However, the tariffs shall not surpass the ceilings given by the WTO.

Mercosur Decision CMC no. 26/15 gives Brazil the right to maintain a LETEC of 100 codes based on the NCM until 31 December 2021.

Import tariff quota

Resolution 27 issued by CAMEX on April 24, 2018, revoked the reduced tariff rate quotas set on NCM 3920.91.00 and 3906.90.49 on CAMEX Resolutions 34 and 49 from 2017. This change led to the increase of the import duty as the reduced 2% import tariff applicable for a certain quota doe snot longer apply. The import tariffs have been re-set at 16% and 14% respectively.
