In July 2009, the Japanese authorities extended the Authorized Economic Operator (AEO) program to manufacturers. This means that manufacturers, customs brokers, logistics operators and warehouse operators are eligible to become AEO's. Under the AEO program, the importers have several benefits:
-They are permitted to file the import declaration and customs duty declaration separately, which enables them to release their goods before filing the customs duty declaration.
-They are permitted to file import declarations before the cargo arrives.
-They are permitted to bonded transportation without having to apply for an individual permission.
Japan has arrangements on these matters with New Zealand, the US, the EU, and Canada.
