In total, 177 043 foreign workers are to be allowed to arrive in the Russian Federation with a visa in 2017. This number constitutes 82.7% of the 2016 level. 

Decree No. 1288 contains a breakdown by priority professional qualifications groups. They are determined on the basis of the proposals of the top administrative units in Russia (referred to in the legal basis of Russia as "subjects of the Russian Federation").

Examples of such professional qualification groups in Decree No. 1288 are:

  • Heads of establishments, organisations and enterprises and their structural subdivisions (departments);
  • Experts in the field of natural and engineering sciences;
  • Workers in the metal processing and mechanical engineering industry.

Legal background:

Based on Federal Law No. 115-FZ of 25 July 2002, the Russian Government:

  • determines the demand for foreign workers arriving in Russian on the basis of a visa, and
  • sets quotas for the issuance of invitations and work permits for such foreign workers. They are valid for the territory of one, several subjects of the Russian Federation, or on the whole territory of the country.

For the classification of the affected trading partners, the GTA has used data provided by the Federal State Statistics Service of the Russian Federation as far as available for 2015 and retrieved on 2 November 2016. All jurisdictions from which originate at least 5000 immigrants have been reported.
