An anti-crisis programme (Action Plan) introduced a moratorium on low skilled immigration. The stated goal was to provide local (Kazakh) population with additional job opportunitiesĀ (there were 580,000 people unemployed out of 8.3 million of economically active population of Kazakhstan on 1 January 2009).
