Labour market access

On 21 July 2014 the Russian Government approved Federal Law No.221-FZ. It entered into force as of 1 January 2015. It considerably raised the state fees for foreign workers from visa-requiring countries set in Article 333.28, point 17, 23 and 24 of the Tax Code of the Russian Federation.
For each single foreign worker from visa-requiring countries the state fee for:

  • Invitation for entrance into the Russian Federation was increased from 500 to 800 RUB,
  • Issuance of a permit for recruitment and use was increased from 6 000 to 10 000 RUB,
  • Issuance of a work permit was increased from 2 000 to 3 500 RUB.

The permit for recruitment and use of foreign workers from visa-requiring countries and, in the majority of the cases, their work permit have to be renewed each year.
