On 19 June 2013 the Government of the Republic of Kazakhstan approved Road Map Employment 2020 which contains state support measures with industrial policy elements (Decree No. 636). The GTA focuses on this particular elements of the state programme.
From the republican budget are to be allocated the following financial funds for realisation of the Road Map 'Employment 2020':
 

  • 2013 -- 102.9billion tenge (679 million USD);
  • 2014 -- 98.3billion tenge (648 million USD);
  • 2015 -- 94.6billion tenge (624 million USD);
  • 2016 -- 95.7billion tenge(625 million USD).

The local executive state bodies with exception of the towns of Astana and Almaty shall allocate funds mainly as follows:
 

  • Not less than 10% for micro-credits of the beneficiaries;
  • Not more than 50% for realisation of infrastructural projects; 70% of the financial means for the realisation of infrastructural projects thereof must be allocated to village regions (therefore, sectors 01 and 02 are selected).
  • Co-financing of investment and infrastructural projects at the amount of not more than 10% of the total project's amount (therefore, sectors 51 and 52 are selected).

The GTA includes state guarantees and other financial incentives that are likely to affect the restructuring and performance of firms facing international competition, whether from imports, in export markets, and from foreign subsidiaries.
