Import tariff quota

On 23 October 2019, the Brazilian Foreign Trade Council has adopted Resolution 5/2019 establishing a temporary 2% import duty on p-phenylenediamine, certain polyethene terephthalate laminates and caprolactam.

The new tariff applies for a certain quota to products classified under tariff lines NCM 2921.51.33, 3919.90.90 and 2933.71.00. Previously, to this legislation, no import tariff quota applied to the affected products.

The quotas and implementation period apply as it follows:

  • NCM 2921.51.33 - 10,440 tonnes for twelve months
  • NCM 3919.90.90 - 200 tonnes for twelve months
  • NCM 2933.71.00 - 667 tonnes for 77 days.

According to the information of the WTO tariff download facility, the applicable import duty outside the quota is 6.5%, 16% and 12% respectively.

The allowance to temporarily establish and renew the above-mentioned import tariff quota was announced on Directives 57, 58 and 59/19 issued by the Trade Commission of MERCOSUR.

The new legislation has entered into force on 29 October 2019.
