ANNOUNCED AS TEMPORARYNo
On October 29th, 2015, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to initiate an anti-circumvention investigation on imports of hot-rolled products of iron or steel, unbound, of a width of 600 mm, not clad, plated or coated, of a thickness not exceeding 4.75 mm, in coil, from China (Circular No. 70, 29.10.2015). This investigation follows suspicion that the definitive anti-dumping duty imposed by Resolution No. 77 dated October 2nd, 2013 on imports of heavy plates from China might be circumvented (see related intervention).
The complaint was lodged on August 26th, 2015 by Usinas Siderúrgicas de Minas Gerais S.A. - USIMINAS. The investigation started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on November 3rd, 2015.
The products subject to investigation are classified under the following HS codes: 7208.3610, 7208.3690, 7208.3700 and 7225.3000.
On 27 January 2016, the Brazilian authorities extended the definitive anti-dumping duty under Resolution No. 77 to imports of hot-rolled products of iron or steel, unbound, of a width of 600 mm, not clad, plated or coated, of a thickness not exceeding 4.75 mm, in coil, originating from China. The duty will be applied in USD 211.56 per tonne. This duty is applicable for the same period of the original anti-dumping measure.
