Anti-dumping

On June 1st, 2015, the Colombian Ministry of Commerce, Industry and Tourism decided to initiate an anti-dumping investigation on imports of footwear (with leather, synthetic or textile upper) from China (Resolution 100, 01.06.2015). The products subject to investigation are classified under the following HS codes: 6402.1900, 6402.2000, 6402.9100, 6402.9910, 6402.9990, 6405.9000, 6404.1110, 6404.1120, 6404.1900, 6404.2000, 6405.2000, 6403.1900, 6403.2000, 6403.4000, 6403.5100, 6403.5900, 6403.9110, 6403.9190, 6403.9910, 6403.9990 and 6405.1000.
The complaint was lodged on December 12th, 2014 by the Colombian Association of footwear, leather and leather products Industries (Asociación Colombiana de Industriales del calzado, el cuero y sus manufacturas - ACICAM) on behalf of the national industry. The investigation started on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on June 5th, 2015.

On August 5th, 2015, the Colombian Ministry of Commerce, Industry and Tourism decided to extend up to September 7th, 2015 the investigation period before issuing a preliminary decision (Resolution 145, 05.08.2015). Resolution 145 was published in the Official Journal of the Republic of Colombia on August 6th, 2015.

On September 7th, 2015, the Colombian Ministry of Commerce, Industry and Tourism decided for the second time to extend up to September 22nd, 2015 the investigation period before issuing a preliminary decision (Resolution 158, 07.09.2015). Resolution 158 was published in the Official Journal of the Republic of Colombia on September 8th, 2015.

On September 22nd, 2015, the Colombian Ministry of Commerce, Industry and Tourism issued its preliminary findings and decided to continue the investigation without imposing a provisional anti-dumping duty (Resolution 164, 22.09.2015). Resolution 164 was published in the Official Journal of the Republic of Colombia on September 25th, 2015.
 
On 12 July 2016, the Colombian Ministry of Commerce, Industry and Tourism terminated the above investigation without the imposition of duties.
