On January 17, 2014, the Indonesian Safeguards Committee started a safeguard investigation on imports of bars and rods, hot-rolled, in irregularity wound coils, of iron or non-alloy steel or of other alloy steel (WTO Document, G/SG/N/6/IDN/24, 24.01.2014).
The products subject to investigation are classified under the following HS codes: 7213.9110, 7213.9120, 7213.9190, 7213.9910, 7213.9920, 7213.9990 and 7227.9000.
The investigation was initiated following an application for safeguard measures lodged on December 23, 2013 by PT. Ispat Indo and PT. Krakatau Steel.
According to the UN Comtrade Database, in 2013 the following countries exported goods classified under HS code subheadings 7213.91, 7213.99 and 7227.90 to Indonesia with a trade value over the GTA threshold of USD 1 million: China, Japan, Malaysia, Chinese Taipei, South Korea, Thailand, the United Kingdom of Great Britain & Northern Ireland and Germany.
On August 11th, 2015, the Indonesian authorities imposed a definitive safeguard duty on imports of the above-mentioned goods. The rate of the duty is 14.5% during the first year, 10% during the second year and 5.5% during the third and last year.
This measure entered into force on August 18 th, 2015.
Even if identified as potential affected trading partners according to the GTA methodology, as developing countries Chinese Taipei, South Korea and Thailand are not subject to the measure.
