NoOn November 8, 2011, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to initiate an anti-dumping investigation on imports of tubes and pipes of refined copper (external diameter not larger than 108 mm) from China (Circular No. 56, 08.11.2011).
The products subject to investigation are classified under the following HS codes: 7411.1010 and 7411.1090.
The complaint was lodged on January 31, 2011 by the Brazilian Copper Association (ABC - Associação Brasileira do Cobre).
The investigation started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on November 10, 2011.
On October 25, 2012, the Brazilian authorities decided to extend for up to six months, from November 10, 2012, the investigation period to determine the existence of dumping in exports of tubes and pipes of refined copper from China (Circular No. 56, 25.10.2012). Circular No. 56 was published in the Federal Official Gazette of Brazil on October 26, 2012.
On January 28, 2013, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to terminate the investigation without imposing any duty (Circular No. 8, 28.01.2013). It follows the decision of the complainant to withdraw its application. Circular No. 8 was published in the Federal Official Gazette of Brazil on January 29, 2013.
