On September 1, 2011, the Federal Administration for pUblic REvenue of Argentina adopted general Resolution 3171/2011 increasing the reference prices applicable to the importation of certain type of plates, sheets, film, foil and strip, of methacrylate and PET. The products subject to this measure are classified under the following tariff lines of the MERCOSUR's Harmonized System: 3920.51.00 and 3920.62.91.
The new reference price set for NCM 3920.51.00 has been increased from a FOB value of USD 3.48 per kilogramme to a FOB value of USD 4.00 per kilogramme.
As to NCM 3920.62.91, the new import criterion values have been increased from a FOB value of USD 2.00 and 2.60 per kilogramme to a FOB value of USD 2.40 and USD 2.80 per kilogramme.
These reference prices apply to the following jurisdictions: the Republic of Korea, Democratic People's Republic of Korea, Chinese Taipei, Philippines, Hong Kong, India, Indonesia, Malaysia, Pakistan, Singapore, Thailand, Vietnam, Brazil, Chile, Paraguay, Uruguay, Canada, United States, Mexico, Colombia, Ecuador, Germany, Belgium, Denmark, Spain, Italy, France, Japan, Netherlands and Portugal.
In both cases, the previously applicable values were set at General Resolution 2897/2010.
These reference prices entered into force on September 5, 2011.
Import Criterion Values
Argentina introduced reference values of precautionary nature for imported goods in June 2005 (in Spanish:valorescriteriodecarácterpreventivo). The stated purpose is to strengthen customs control and prevent under-invoicing. Importers are required to provide guarantees for the difference in duties and taxes if the declared price of an import is lower than its reference price (see 7th GTA Report and 2014 National Trade Estimate Report).
