On 9 August 2011, the Federal Administration for Public Revenue of Argentina adopted General Resolution 3153/2011 increasing the existing 'provisional reference prices" on the importation of handbags of plastic sheeting, textile materials or other materials classified under NCM 4202.22.10 and 4202.29.00.
The new reference prices were increased from a FOB value ranging between USD 0.24 and USD 6.59 per unit to a FOB value ranging between USD 0.30 and USD 7.48 per unit.
This External Notice affects the following jurisdictions: the Republic of Korea, Democratic People's Republic of Korea, China, Chinese Taipei, Philippines, Hong Kong, India, Indonesia, Malaysia, Pakistan, Singapore, Thailand and Vietnam.
This measure applied to imports taking place as of 10 August 2011.
Import Criterion Values
Argentina introduced reference values of precautionary nature for imported goods in June 2005 (in Spanish:valorescriteriodecarácterpreventivo). The stated purpose is to strengthen customs control and prevent under-invoicing. Importers are required to provide guarantees for the difference in duties and taxes if the declared price of an import is lower than its reference price (see 7th GTA Report and 2014 National Trade Estimate Report).
