On February 27, 2015 the Air Force Materiel Command published solicitation number FOA-RQKM-2015-0013, Modernization of Navy-Grade Alloy Steel Plate Production Project. Under the Defense Production Act (DPA), the purpose of this project is to 'help maintain and expand domestic production capability of thick Navy-grade steel plate used in the construction of Navy submarines and aircraft carriers.' Title III of the DPA allows the government to provide appropriate incentives to create, maintain, protect, expand, or restore the productive capacities of domestic sources for critical components, critical technology items, and industrial resources essential for the execution of the national security strategy of the United States. The principal objective of all DPA Title III investments is to strengthen and expand these domestic productive capacities and to ensure Government access to critical technology items well into the future. The estimated program cost for this project is $35,200,000, half of which would be provided by the government and half by the recipient.
