On 21 December 2015, the Brazilian authorities initiated an anti-dumping investigation on imports of new rubber tires for use in agricultural vehicles and machines (diagonal construction) from China (Circular No. 83, 18.12.2015). The products subject to investigation are classified under the following HS codes: 4011.61.00, 4011.69.90, 4011.92.10, 4011.92.90, 4011.99.10, 4011.62.00, 4011.63.90 and 4011.93.00. The complaint was lodged on 27 October 2015 by the National Association of the Tyre Industry (Associação Nacional da Indústria de Pneumáticos - ANIP).
A similar anti-dumping investigation was initiated earlier in 2015. However the investigation was terminated without the imposition of duty. For further details please see related measure.
On 17 February 2017, the Brazilian authorities imposed a definitive duty on imports of the subject good from China (Camex Resolution No. 3 of 2017). The rate of duty is between USD 307.09 and 3420.75 per tonne depending on the company. The duty is in force for a period of five years.
The Brazilian authorities ratified Camex Resolution No. 3 of 2017 amending the subject good's HS code classification to the following subheadings: 4011.70.10, 4011.70.90, 4011.80.90, 4011.90. 90 and 4011.90.10.
