On June 25th, 2015, the Moroccan authorities initiated an anti-dumping investigation on imports of poly(vinyl chloride) from the European Union and Mexico.
The product subject to investigation is classified under the following HS code: 3904.1090.
This follows the application lodged by the Société Nationale d'Electrolyse et de Pétrochimie (SNEP), a domestic producer of the subject good.
On 9 May 2016, the Moroccan authorities published Avis public no. 16 imposing a provisional duty on imports of the subject good from Mexico and the European Union. The rate of duty on imports from the European Union is between 17.12% and 48.20% depending on the company. The rate of duty on imports from Mexico is 41.89%. According to the European Commission the measure entered into force on 12 May 2016.
On 14 July 2017, the Moroccan authorities imposed a definitive duty on imports of polyvinyl chloride from Mexico and the European Union. The rate of duty on imports from the European Union is between 17.12% and 48.20%. The rate of duty on imports from Mexico is 41.89%. The legal notice imposing the definitive duty was published on 21 December 2016. The duty is in force for a period of five years.
