By the Decree of the President of Azerbaijan from 13 September 2010 the visa procedure got stricter from 15 October 2010.
The Decree deals with the practice of issuing entrance visas at the Baku airport to citizens of the states where Azerbaijan has no diplomatic representations. Now it is necessary to apply to the nearest embassy or consulate of Azerbaijan to get a visa. Persons who receive invitations from the president of the country, the prime minister, the speaker of parliament, the head of presidential administration, the chairman of the Supreme Maclis of Naxcivan Autonomous Republic, the head of the Constitutional Court, the Prosecutor-General or the Ombudsman are exempt from visas.
Until now, citizens of the countries with no Azerbaijani embassy could receive visas upon arrival. Now the new procedure deprives them of the possibility to fly to Azerbaijan and might have a serious consequences for the Azerbaijani business. Thus, the Israeli Foreign Ministry has urged its citizens, who have bought tickets to Azerbaijan, not to hurry with their flights, in order not to be rejected upon arrival in Baku. After all, visas are offered to be obtained in foreign embassies of Azerbaijan, and Azerbaijan does not have an embassy in Israel. Thus, for Israel people either have to fly to Ankara or Amman to obtain visas.
