In the president's State of the Nation Address on 13 November 2009, he said that the Ministry of Trade and Industry and the Citizen Entrepreneurial Development Agency (CEDA) had been instructed to prepare a list of companies that produce goods locally so that they can be empowered. Central government, local authorities and parastatals are to be instructed to buy from such companies if pricing is competitive. This is to help develop the manufacturing sector in Botswana.
