On September 1st, 2015, the Vietnamese authorities initiated a safeguard investigation on imports of monosodium glutamate.
The product subject to investigation is classified under the following HS code: 2922.4220.
This follows the application lodged on June 9th, 2015 by Vedan Vietnam Joint Stock Limited Company.
According to the UN Comtrade Database, in 2013 (no data available for 2014 as of September 15th, 2015) the following countries exported goods classified under HS code subheading 2922.42 to Viet Nam with a trade value over the GTA threshold of USD 1 million: China, Indonesia and Thailand.
On 10 March 2016, the Vietnamese authorities issued Decision No. 920 / QD-BCT imposing a definitive safeguard duty on above goods. The measure will come into force 15 days following the above Decision, i.e. 25 March 2016, for a period of four years. The duty is 4,390.999 VND (USD 0.20) per tonne the first year; 3,951.899 VND (USD 0.18) per tonne the second year; 3,556.710 VND (USD 0.16) per tonne the third year; and 3,201.039 VND (USD 0.14) per tonne the fourth year.
