On 18 September 2014, the Brazilian Foreign Trade Council (Camex) issued Resolution no. 86 reducing import tariffs on four goods:

Import tariff

In order to include the four tariff lines in the LETEC, four other items had to be imposed: NCM 2809.20.19: duty went from 0% to 4% NCM 2915.40.20: duty went from 2% to 12% NCM 7102.39.00: duty went from 2% to 10% NCM 9508.90.90: duty went from 0% to 20%

Import tariff

The tariffs were reduced for: Hybrid passenger cars (NCM 8703.22.10): duty was reduced from 35% to 0%, 2%, 4%, 5%, and 7% depending on the type, the quota lasts until 31 December 2015 Hybrid passenger cars (NCM 8703.23.10): duty was reduced from 35% to 0%, 2%, 4%, 5%, and 7% depending on the type, the quota lasts until 31 December 2015 Tractors (NCM 8701.20.00): duty was reduced from 35% to 0% for a period of 12 months Diammonium phosphate (DAP) (NCM 3105.30.90): duty was reduced from 6% to 0%, the quota lasts until 31 December 2015. The goods were included in the List of Exceptions to the Common External Tariff (LETEC) of Mercosur which is a mechanism that allows member states of Mercosur to apply customs duties that are lower or higher than otherwise listed in the Mercosur Common External Tariff schedule. However, the tariffs shall not surpass the ceilings given by the WTO. Decision CMC no. 58/10 gives Brazil the right to maintain a list of 100 such tariff codes based on the Mercosur Common Nomencalture (NCM) until 31 December 2015. Update On 2 September 2015, Camex Resolution no. 84 extended the reduced duty on tractors (NCM 8701.20.00) until 31 December 2015.
