In August 2015, the government of Malaysia initiated a new anti-dumping investigation and in May 2016 a definitive duty was imposed. In April 2021, a sunset review was initiated and the definitive duty was extended for a new period in October 2021.

Anti-dumping

On August 27th, 2015, the Malaysian authorities initiated an anti-dumping investigation on imports of cold-rolled steel coils (of a thickness between 0.20 and 2.60 mm and width between 700 and 1,300 mm) from China, South Korea and Vietnam.
The products subject to investigation should be classified under the following HS codes: 7209.1500, 7209.1600, 7209.1700, 7209.1829, 7209.1890, 7225.5010 and 7225.5090. The complaint was lodged on July 31st, 2015 by CSC Steel Sdn. Bhd. on behalf of the domestic industry.
 
On 22 January 2016, the Malaysian authorities made an affirmative preliminary determination of dumping and decided upon the imposition of a provisional anti-dumping duty (P.U. (A) No. 12/2016, 22.01.2016). The rate of the duty imposed on imports originating in China is 23.78% with the exception of the companies Bengang Steel Plates Co., Ltd. and Jiangsu Shagang International Trade Co., Ltd., which are not subject to the duty. The rate of the duty imposed on imports originating in the Republic of Korea is 21.64% with the exception of the companies Hyundai Steel Company subject to a duty of 8.32% and POSCO that is not subject to a duty. The rate of the duty imposed on imports originating in Viet Nam is 10.55% with the exception of the company China Steel Sumikin Viet Nam Joint Stock Company subject to a duty of 4.58%. The duty is calculated as the percentage of the Cost, Insurance and Freight (CIF) value. The duty will be effective for 120 days from the 25 January 2016.
 
On 24 May 2016, the Malaysian authorities imposed a definitive anti-dumping duty (P.U. (B) No. 229/2016, 23.05.2016 and P.U. (A) No. 144/2016, 23.05.2016). The rate of duty imposed on imports from China is between 5.61% and 23.78% depending on the company. The rate of the duty imposed on imports from the Republic of Korea is between 3.78% and 21.64% depending on the company. The rate of the duty imposed on imports from Viet Nam is 13.68% with the exception of the company POSCO - Viet Nam Co., Ltd. that is subject to a duty of 3.06%. The duty is calculated as the percentage of the Cost, Insurance and Freight (CIF) value and is imposed for a period of five years.

On 8 May 2019, the Malaysian authorities amended the definitive duty on imports of the subject good from Viet Nam, the Republic of Korea and China following the conclusion of a review. The review found that there was a "substantial change in the dumping margin". The rate of duty on imports from China is 35.89% or 42.08% depending on the company. The rate of duty on imports from Viet Nam is 2% or 13.68% depending on the company. The rate of duty on imports from the Republic of Korea is 11.55% or 21.64% depending on the company with the exception of the company POSCO which is exempt from duties.

On 12 April 2021, the Malaysian authorities announced the initiation of a sunset review of the definitive duty imposed on imports of the subject good from China, Korea and Vietnam.

On 8 October 2021, the Malaysian authorities issued a regulation extending the definitive duty imposed on imports of cold-rolled steel coils from China, the Republic of Korea and Viet Nam following the conclusion of the sunset review. The rate of duty on imports from China ranges from 35.89% to 42.08%. The rate of duty on imports from Korea ranges from 11.55% to 21.64%. The rate of duty on imports from Vietnam is 34.85%.
