Import licensing requirement

On 17 October 2014, the Indonesian Ministry of Trade announced regulation 78/M-DAG/PER/10/2014 introducing new rules on the import of industrial forestry products.
With the new provisions, importers of the products listed in the annex will require a special trading ("IT-Produk Kehutanan") or production license ("IP-Produk Kehutanan"). The products listed in the first appendix may be imported with either of the licenses, whereas the second appendix includes products which may be imported only with the trading license.
The regulation was supposed to come into force on 1 February 2015, but was later postponed by regulation 07/M-DAG/PER/1/2015 to 1 September 2015 and then again by 63/M-DAG/PER/8/2015 to 1 January 2016.
On 4 November 2015, the Ministry issued regulation 97/M-DAG/PER/11/2015 reintroducing the old import license regime, which will not require special forestry products import licenses. Instead, importers will have to acquire the standard API-U trading license or the API-P production license. Hence, the licensing requirements discussed in this measure never came into force.
