In May 2015, the government of China initiated a new anti-dumping investigation. In July 2016, a definitive duty was imposed. In July 2021, a sunset review was initiated and the definitive duty was extended for a new period in July 2022.

Anti-dumping

On July 23rd, 2015, the Ministry of Commerce of the People's Republic of China decided to initiate an anti-dumping investigation on imports of grain oriented flat-rolled electrical steel from the European Union, Japan and South Korea (MOFCOM Announcement No. 23 of 2015, 23.07.2015).
The products subject to investigation are classified under the following HS codes: 7225.1100 and 7226.1100.
The complaint was lodged on May 27th, 2015 by Wuhan Iron and Steel (Group) Corporation and Baosteel Group Corporation on behalf of the domestic industry.

On 1 April 2016, the Ministry of Commerce of the People's Republic of China decided to impose a provisional anti-dumping duty on imports of the above-mentioned goods originating in the European Union, Japan and the Republic of Korea (MOFCOM Announcement No. 10 of 2016, 01.04.2016). The rate of the duty imposed on imports originating in Japan is 45.7%, at the exception of the company JFE Steel Corporation whose exports are subject to a duty of 39%. The rate of the duty imposed on imports originating in the Republic of Korea is 29.5%, at the exception of the company Corporation POSCO whose exports are subject to a duty of 14.5%. The rate of the duty imposed on imports originating in the European Union is 46.3%.
 
On 23 July 2016, the Ministry of Commerce of the People's Republic of China decided to impose a definitive anti-dumping duty on imports of the above-mentioned goods originating in the European Union, Japan and the Republic of Korea (MOFCOM Announcement No. 33 of 2016, 23.07.2016). The rate of the duty imposed on imports originating in Japan is 45.7, at the exception of the company JFE Steel Corporation whose exports are subject to a duty of 39%. The rate of the duty imposed on imports originating in the Republic of Korea is 37.3%. The rate of the duty imposed on imports originating in the European Union is 46.3%.

On 23 July 2021, the Chinese authorities announced the initiation of a sunset review of the definitive duty imposed on imports of the subject good from the European Union, Japan and South Korea. This follows the application lodged on 20 May 2021 by Baoshan Iron and Steel Co., Ltd. and Shougang Zhixin Qian'an Electromagnetic Materials Co., Ltd. on behalf of China's grain-oriented electrical steel industry. The definitive duty imposed on imports from the United Kingdom was terminated, see related intervention.

On 23 July 2021, the Chinese authorities terminated the definitive duty imposed on imports from the United Kingdom. The duty was terminated as the applicants did not file an application for an expiry review investigation of antidumping measures against the United Kingdom.

On 22 July 2022, the Chinese authorities issued a regulation extending the definitive duty imposed on imports of grain-oriented flat-rolled electrical steel from the European Union, Japan and South Korea following the conclusion of the sunset review. The rate of duty on imports from Japan ranges from 39% to 45.7% depending on the company. The rate of duty on imports from Korea is 37.3%. The rate of duty on imports from the EU is 46.3%.
