Anti-dumping

On July 8th, 2015, the Indian Directorate General of Anti-dumping & Allied Duties, Ministry of Commerce and Industry, initiated an anti-dumping investigation on imports of seamless tubes pipes and hollow profiles of iron alloy or non-alloy steel (other than cast iron and stainless steel), whether hot finished or cold drawn or cold rolled, of an external diameter not exceeding 355.6 mm or 14' outside diameter, from China.
The products subject to investigation are classified under the following HS code subheading: 7304.
The complaint was lodged by ISMT Limited and Maharashtra Seamless Limited, companies that account for 66.77% of the domestic production of the subject goods.

On 31 March 2016, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce and Industry, issued its preliminary findings and recommended the imposition of a provisional anti-dumping duty on imports of certain types of seamless tubes pipes and hollow profiles from China. The recommended amount of duty ranges from USD 961.33 to USD 1,610.67 per tonne depending on the company.

On 17 May 2016, following the above recommendations the Indian Ministry of Finance issued the Customs Notification imposing provisional anti-dumping duty (Notification No. 18/2016-Customs (ADD), 13.05.2016). The amount of the duty imposed on imports originating in or exported from China is in the amount recommended above. This provisional duty is effective for a period of 6 months.
 
On 17 February 2017, the Indian Ministry of Finance issued the Customs Notification imposing a definitive anti-dumping duty on the subject good from China. The rate of duty is between USD 961.33 and 1,610.67 per tonne depending on the specific sub-product. The definitive duty is in force for a period of five years from the date the provisional duty was imposed, i.e. 17 May 2016.

On 19 February 2021, the Indian authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject goods from China. The review follows the application lodged by ISMT Limited and Jindal Saw Limited.

On 30 July 2021, the sunset review was terminated without the extension of the duty.

On 30 July 2021, the definitive duty was terminated.
