In petitions filed on August 11, 2015 a coalition of steel firms (i.e., AK Steel Corporation, ArcelorMittal USA LLC, Nucor Corporation, SSAB Enterprises, LLC, Steel Dynamics, Inc., and United States Steel Corporation) seeks the imposition of countervailing duties on hot-rolled steel flat products imported from Brazil, Korea and Turkey, and anti-dumping duties on imports of these products from Australia, Brazil, Japan, Korea, the Netherlands, Turkey, and the United Kingdom. The first step in this investigation was the preliminary affirmative injury determination by the U.S. International Trade Commission on September 24, 2015. The Department of Commerce published preliminary affirmative findings in its dumping investigations with respect to these countries on March 22, 2016.
On July 21, 2016, the Department of Commerce announced its affirmative final determinations in the anti-dumping duty and countervailing duty investigations of imports from Brazil, India, Korea, and Russia, and the anti-dumping investigation of imports of cold-rolled steel from the United Kingdom.
On August 5, 2016, the Department of Commerce announced its affirmative final determinations in the anti-dumping duty investigations of imports from Australia, Brazil, Japan, Korea, the Netherlands, Turkey, and the United Kingdom, and the CVD investigations of imports of hot-rolled steel from Brazil, Korea, and Turkey.
On September 12, 2016 the U.S. International Trade Commission made affirmative final injury determinations with respect to imports of these products from Australia, Brazil, Japan, Korea, the Netherlands, and the United Kingdom, and with respect to imports sold at less than fair value from Turkey. The Commission made a negative determination with respect to imports that are subsidized by the government of Turkey. With the exception of a CVD order against Turkey, this vote will result in the imposition of the requested AD and CVD orders.
