In June 2009, the government of Colombia initiated a new anti-dumping investigation. A definitive duty was imposed in January 2012 and extended in June 2017.

Anti-dumping

On August 21, 2009, the Colombian Ministry of Commerce, Industry and Tourism decided to initiate an anti-dumping investigation on imports of iron or steel tubes and pipes from China (Resolution 0358, 21.08.2009).
The products subject to investigation are classified under the following HS codes: 7304.2900 and 7306.2900.
The complaint was lodged on June 12, 2009 by Tubos del Caribe LTDA. on behalf of the Colombian domestic industry. The investigation started on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on August 25, 2009.
 
On October 14, 2009, the Colombian Ministry of Commerce, Industry and Tourism decided to extend up to November 18, 2009 the investigation period before deciding whether to implement a provisional anti-dumping duty or not (Resolution 0453, 14.10.2009).
On November 9, 2009, the Colombian Ministry of Commerce, Industry and Tourism decided to extend up to November 30, 2009 the investigation period before deciding whether to implement a provisional anti-dumping duty or not (Resolution 0475, 09.11.2009).
On November 26, 2009, the Colombian Ministry of Commerce, Industry and Tourism decided to extend up to December 30, 2009 the investigation period before deciding whether to implement a provisional anti-dumping duty or not (Resolution 0525, 26.11.2009).
 
On December 24, 2009, the Colombian Ministry of Commerce, Industry and Tourism decided to continue the investigation without imposing a provisional anti-dumping duty (Resolution 0568, 24.12.2009). This preliminary resolution determined the exclusion of some subcategories from the investigation (the products classified under HS code 7306.2900).
On August 11, 2010, the Colombian authorities decided to terminate the investigation without imposing a definitive anti-dumping duty on imports of iron or steel tubes and pipes from China (Resolution 2272, 11.08.2010).
 
On January 5, 2012, the Colombian authorities decided to revoke Resolution 2272 of August 11, 2010 above-mentioned and to impose a definitive anti-dumping duty on imports of iron or steel tubes and pipes (classified under HS code 7304.2900) from China (Resolution 0026, 05.01.2012).
The amount of the definitive duty is the difference between the FOB declared by the importer and the reference FOB set at 1,913.92 USD per ton. The duty is due only if the FOB declared by the importer is lower than this reference FOB. This definitive anti-dumping duty entered into force on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on January 12, 2012, and is applicable for a period of five years.
 
On 6 October 2016, the Colombian authorities initiated a sunset review on imports of the subject good from China. The definitive anti-dumping duty remains in force during the period of review.

On 22 June 2017, the Colombian authorities extended the antidumping duty imposed on the subject good from China following the conclusion of the above sunset review. The rate of duty is 15% of the FOB value declared. The duty is in force for a period of three years.
