Anti-dumping

On 20 April 2009 Indonesia initiated an anti-dumping investigation on imports of polyester staple fiber originating from China, India and Chinese Taipei.

On 23 November 2010, the government imposed definitive duties of 11.94 percent on all exporters.
Exemptions from this measure were granted to Zhangjiagang Chengxin Chemical Fiber Co Ltd, Jiangyin Hailun Chemical Fiber Co Ltd, Huvis Sichuan Corporation, Jinjiang Kwan Lee Co Ltd, and Nanyang Textile Co Ltd.

On December 10th, 2014, the Indonesian authorities initiated a sunset review of the above-mentioned anti-dumping measure.
The products subject to investigation are classified under the following HS code: 5503.2000.
This follows the request lodged by the Indonesian Association of Synthetic Fibre Producers (Asosiasi Produsen Synthetic Fiber Indonesia - APSYFI) on behalf of the domestic industry.
 
On 8 May 2016, following the conclusion the above-mentioned sunset review the Indonesian authorities extended the above definitive anti-dumping duty (Regulation No. 73/PMK.10/2016). The amount of duty imposed on imports from China is 13% or 16.10% depending on the company. The amount of duty imposed on imports from India is 5.82% or 16.67% depending on the company. The amount of duty imposed on imports from Chinese Taipei is 28.47%. This definitive duty is in force for a period of three years.
