Anti-dumping

On July 3rd, 2015, the Colombian Ministry of Commerce, Industry and Tourism decided to initiate an anti-dumping investigation on imports of low carbon steel wires (circular cross section with diameter less than 14 mm) with a carbon content below 0.45% (by weight) from China (Resolution 126, 03.07.2015).
The products subject to investigation are classified under the following HS codes: 7213.9190, 7213.9110 and 7227.9000.
The complaint was lodged on April 9th, 2015 by Acerías Paz del Rio S.A. on behalf of the national industry. The investigation started on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on July 9th, 2015.

On September 29th, 2015, the Colombian Ministry of Commerce, Industry and Tourism decided to impose a provisional anti-dumping duty on imports of the above-mentioned products originating in China (Resolution 166, 29.09.2015). The amount of the duty is the difference between the the FOB price declared by the importer and the FOB reference price set at USD 541.06 per metric ton.
This provisional anti-dumping duty entered into force on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on September 30th, 2015, and is applicable for a period of four months.
 
On 28 January 2016, the Colombian Ministry of Commerce, Industry and Tourism extended the above provisional duty for an additional two months.
 
On 13 May 2016, the Colombian Ministry of Commerce, Industry and Tourism imposed a definitive anti-dumping duty on imports of the above-mentioned products originating in China (Resolution 070, 11.05.2016). The amount of the duty is the difference between the the FOB price declared by the importer and the FOB reference price set at USD 419 per metric ton. The measure is in force for a period of five years.
