Safeguard

On July 7th, 2015, the Ukrainian Interdepartmental Commission of Foreign Trade initiated a safeguard investigation on imports of flexible porous plates, blocks and sheets of polyurethane foams.
The products subject to investigation are classified under the following HS code: 3921.1310.
This follows the application lodged by Interform LLC, Interform-Dnipro LLC, Interform-West LLC and Interform-M LLC, companies which accounted for 56% of the Ukrainian domestic production of the subject goods in 2014.
According to the UN Comtrade Database, in 2014 the following countries exported goods classified under HS code subheading 3921.13 to Ukraine with a trade value over the GTA threshold of USD 1 million: Poland (USD 9.72 million), Italy (USD 4.46 million), Germany (USD 3.56 million), Hungary (USD 2.63 million), Romania (USD 2.18 million) and Slovenia (USD 2.13 million).
On 26 May 2016, with Decision No. SP-356/2016/4411-05, the Interdepartmental Commission on International Trade imposed safeguard measures on imports into Ukraine regardless country of origin and export.
