Anti-dumping

On June 25, 2015, the American HFC Coalition filed a petition requesting an investigation for the imposition of anti-dumping duties on imports of hydrofluorocarbon blends and components from China. The first step in this investigation is the preliminary injury determination by the U.S. international Trade Commission, which was affirmative (August 7, 2015).
On February 1, 2016 the Department of Commerce published its preliminary dumping determination. On June 22, 2016, the Department of Commerce announced its affirmative final determination. On July 22, 2016 the U.S. International Trade Commission announced its determinations in its final phase anti-dumping duty investigation concerning hydrofluorocarbon blends and components from China. The commission found two domestic like products in this investigation and determined that a U.S. industry is materially injured by reason of imports of hydrofluorocarbon blends, and further determined that a U.S. industry is not materially injured or threatened with material injury by reason of hydrofluorocarbon components. As a result of the USITC's affirmative determination, Commerce will issue an anti-dumping duty order on imports of hydrofluorocarbon blends from China but no orders will be issued on imports of hydrofluorocarbon components from China.
