In February 2015, the Council of the Eurasian Economic Union initiated a new anti-dumping investigation and a definitive duty was imposed in February 2016. In October 2020, a sunset review was initiated and the definitive duty was extended in January 2021.

Anti-dumping

On 10 February 2015, the Eurasian Economic Commission ("EEC") initiated anti-dumping investigation AD21 on imports of seamless pipes made of corrosion-resistant (stainless) steel with a diameter up to 426 mm inclusive (classification code 7304 41 000 1, 7304 41 000 9, 7304 49 100 0, 7304 49 930 1, 7304 49 930 9, 7304 49 950 1, 7304 49 950 9, 7304 49 990 0, 7304 90 000 0) from Ukraine.

The decision of the EEC Board No. 6 of 26 January 2016 imposed anti-dumping duties from 26 February 2016 to 25 February 2021 as follows:

  • for "Centravis Production Ukraine" - 4.32;
  • for "Interpipe Niko tube" - 4.32;
  • for "Po 'Oscar" - 18.96;
  • for other producers - 18.96.

On 19 October 2020,  the Eurasian Economic Commission initiated a sunset review of the antidumping duty imposed on imports of the subject good from Ukraine. This follows the application lodged by Chelyabinskiy Truboprokatnyi Zavod PAO, Pervouralsk New Pipe Plant, Volzhsky Pipe Plant, and TMK-INOX.

On 28 January 2021, the Eurasian Economic Commission extended the definitive duty on imports of seamless pipes made of corrosion-resistant (stainless) steel from Ukraine until 1 June 2021 following the initiation of the sunset review.
