FDI: Entry and ownership rule

On 7 October 2014, the President of Brazil, Dilma Rousseff, issued Provisional Measure no. 656 allowing foreign investment in the national healthcare sector. The measure which was later turned into Law no. 13.097/2015 by the Congress permits foreign companies to fully (directly or indirectly) participate in the healthcare sector, e.g., clinics, laboratories, and production of drugs. Previously, the market was - with very few exceptions - closed to foreign investment.
